Our commitment
The IRS collects tax from San Andreas businesses, so it must be accountable too. This page sets out how the Administration is organised, the role of each grade and the salary of every agent, step by step.
Amounts are in game, in San Andreas dollars, paid every week. Like the whole site, this information is part of the role-play and is fictional.
Organisation
The IRS reports to the Commissioner and is attached to the State Department of the Treasury. It is organised into three divisions and local offices.
Collection
Welcoming businesses, recording tax returns, and following up payments, late payments and payment plans.
Examination
Checking tax returns and accounts, on-site audits, surcharges and administrative penalties.
Investigations
Tax fraud, money laundering and shell companies, working with the courts and the State's law enforcement.
The Los Santos, Sandy Shores and Paleto Bay offices receive the public and host the field agents.
Hierarchy
Who reports to whom, from the Commissioner down to field agents.

Grades
Ten grades, from trainee to Commissioner, in three categories.
Leadership
- Commissioner 1 post
- Leads the IRS and represents it before the State Government. Sets audit priorities, presents bills and signs the heaviest decisions, such as a permanent closure.
- Deputy Commissioner
- Assists and stands in for the Commissioner. Coordinates the three divisions and approves serious penalties and large-scale audits.
Management
- Division Director
- Runs Collection, Examination or Investigations: organises the work, sets the division's objectives and follows sensitive cases.
- Office Head
- In charge of a local office (Los Santos, Sandy Shores or Paleto Bay): public reception, agents' schedules and relations with local businesses.
- Supervisor
- Leads a team of agents, reviews audit reports and trains newcomers.
Agents
- Special Agent
- Investigates fraud, money laundering and shell companies; can refer a case to the courts.
- Revenue Agent
- Audits businesses on paper and on site, examines accounts, writes audit reports and proposes surcharges.
- Revenue Officer
- Follows up payments, chases late payers and reviews payment-plan and refund requests.
- Taxpayer Service Agent
- Welcomes businesses, helps them file and pay, answers questions and books appointments.
- Trainee Agent
- Learns the job alongside an experienced agent, with no decision-making power. The traineeship lasts two weeks.
Salary scale
Gross weekly salary for each grade, by step (five steps per grade).
The amounts in the scale will be published soon.

Salary steps
Each grade has five steps. Agents start at step 1; moving up to steps 2 to 5 is decided by the leadership.
Promotion to a higher grade is decided by the leadership. A promoted agent starts again at step 1 of the new grade, but never earns less than before: if needed, they are placed at the step whose salary is equal or immediately higher. A trainee who is confirmed becomes a Taxpayer Service Agent or a Revenue Officer at step 1.
Pay rules
- No performance bonus. An agent's salary never depends on the amount of tax, surcharges or fines they collect.
- Paid every week by the State Department of the Treasury.
- No conflict of interest: an agent may not run a business or audit a business in which they have an interest.
- Public scale: any salary review is decided with the State Government and published on this page.
